Adds a new tek rifle that can "net" dinos, anything "Netted" can be cut out by a hatchet like a normal net and there is alot of options for the admin to set. Projectile/"net" color changes with color region 4

Both SetCraftCost and SetRepairCost will check your player inventory for valid crafting items and add them all up into the crafting resource requirement/Repair cost
